A report has revealed it is one of five areas in Spain with this status, citing the regional capitals of Cadiz, Granada, Jaen and Cuenca as the other four.

Andalucia has the highest proportion of at-risk cities, according to the report by Spain’s fiscal responsibility authority.

All those listed had a debt higher than 75% of their revenue.
